An identification card of a citizen of Georgia verifies citizenship of Georgia, identity and domicile of a person. Territorial offices of the Civil Registry Agency issue and replace identification cards to persons, residing in Georgia within ten days after the applicant presents all necessary documents, prescribed by the Law, and Diplomatic Missions and consular services of Georgia abroad exercise issue, and replacement of an identification card of a citizen of Georgia, permanently residing in a foreign country within one month.
Identification card of a citizen of Georgia shall consist of two pages, shall be printed and filled out in Georgian, and additionally in Abkhazian if it was issued in the Autonomous Republic of Abkhazia.
Identification card of a citizen of Georgia is issued to persons younger than 20 years old for three years, to persons from 20 to 65 years old - for 10 years and persons, older than 65 years old - permanently.
A citizen of Georgia, who has attained to the age of 14, shall be registered according to the domicile - according to one of the domiciles and take the identification card. If a person changes his domicile for more than 6 months, he shall inform the respective territorial office in the area of his new residence and will be registered.
A citizen of Georgia, who has abandoned the citizenship of Georgia, is liable to submit his identification card to the respective territorial authority.
Submit the following documents to take an identification card for the first time
- An application form (issued in the territorial office);
- Birth certificate (the original and a copy);
- Form of consent filled in by the dwelling owner; (persons aged under 16 as well as those being under custody or guardianship shall be registered together with their parents, custodians, guardians or other legal representatives; then consent of the dwelling owner is not necessary for their registration. They may be registered independently only if the above-mentioned persons give a written consent thereto.
- Two color photos (printed and CD version).
Note:
- If a person takes the identification (temporary residence) card for the first time and does not have any photo document issued before or the identity of the existing photo with the submitted one can not be established because of time limitation or any other reasons, an adult person shall verify the identity of the person in the photo intended for identification (temporary residence) card in written on own responsibility. A parent, son, daughter, spouse, grandmother, grandfather, sister, brother, custodian, guardian, uncle (brother of mother or father), aunt (father's sister), aunt (mother's sister), head of a child care center, head of the respective common educational center, head of the respective territorial office, attorney or district police officer, head of a penitentiary institution, commander of a military unit, an employee of the Agency territorial office of the applicant, may verify the identity of the person on own responsibility. An attorney or a district police officer confirms verification with a respective seal.
- If Citizenship of Georgia is not verified with the submitted documents, the person should submit a document verifying Citizenship of Georgia or a document verifying his residence in the territory of Georgia for the period of time envisaged in the law.
- A person having no domicile shall be registered in the area of his actual presence, without indication of the address. A person who is registered without indication of address shall once in every six months appear before the territorial office, where he is registered.
Submit the following documents to replace an expired identification card
- Application form (issued in the territorial office);
- The identification card to be replaced
- Two color photos (printed and CD version)
Note:
1. If you change your domicile, please, submit the following documents:
- Dwelling owner - the original and a copy of a title deed;
- Other persons - consent of the dwelling owner (filled in form of the owner's consent).
2. If an error is discovered in the records, please, submit a document, verifying an error in the document;
Submit the following documents to replace a passport with Soviet symbols:
- Application form (issued in the territorial office);
- Passport with the USSR symbols;
- Two color photos (printed and CD version);
- If the submitted documents do not certify Citizenship of Georgia of the applicant, the person should additionally submit a document verifying his Citizenship of Georgia or a document verifying his residence in the territory of Georgia for the period of time envisaged in the law.
Note:
1. If you change your domicile, please, submit:
- Dwelling owner - the original and a copy of a title deed;
- Other persons - consent of the dwelling owner (filled in form of the owner's consent).
2. If an error is discovered in the records, please, present the document, verifying the error in the document;
A citizen is obliged to change his identification card:
- The person changes his domicile;
- The identification card has expired;
- The person changes his name or surname;
- An error was discovered in the record;
- The card has become unsuitable for application;
- The card has been lost.
Note:
1. If you change your domicile, please, submit:
- Dwelling owner - the original and a copy of a title deed;
- Other persons - consent of the dwelling owner (filled in form of the owner's consent).
2. If you change your name or surname, additionally present the official document, verifying the given circumstances;
3. If an error is discovered in the records, please, additionally present the document, verifying the error in the document;
To take a new identification card instead of a lost one, please, submit the following documents:
- Application form (issued in the territorial office);
- Birth certificate or any other document verifying the identity (original and copy);
- 2 color photo (printed and CD version);
- Receipt from any bank, verifying penalty payment. The penalty makes 3 GEL.
Note:
If the lost identification card was issued in another territorial office of the Civil Registry Agency, submit three photos, and for registration - document verifying dwelling ownership or the established form of the owner's consent.
Terms of issue of the identification card and cost of service:
·1. The identification card is issued free of charge within 10 working days after submission of the application;
•2. The cost of issue of the identification card with 5 working days since submission of the application makes 5 GEL;
•3. The cost of issue of the identification card within 3 working days since submission of the application makes 10 GEL;
•4. The cost of issue of the identification card during 24 hours since submission of the application makes 25 GEL;
•5. The cost of issue of the identification card the day of submission of the application makes 50 GEL.
Note:
The cost of service may be paid in any bank.
