Residence permit:

 

Capable person, who has attained the age of 18, is authorized to submit an application to obtain a residence permit. Issue of residence permit to persons, aged less than 18 years, is considered on the basis of an application of their representative. In such a case a notarized written agreement of parents or legal representatives is necessary.

Conditions to obtain temporary residence card:

Temporary residence card is issued to person or a foreigner willing to stay in Georgia for not more than 6 years and not less than 90 days:

  • a) Engaged in labor activity in Georgia according to the regulation, established in the Georgian legislation, including persons of free profession;
  • b) Arrived to Georgia for medical treatment or study;
  • c) Invited by the respective sectoral governmental institution as a qualified expert or a figure of art and his invitation is related to state interests;
  • d) A custodian or a guardian of a citizen of Georgia;
  • e) A ward of a citizen of Georgia;
  • f) A spouse, parent, son, daughter, adopter, adoptee, sister, brother, grandmother, grandfather;
  • g) If there can be a reasonable belief, that the person is a victim of human traffic (trafficking), or an aggrieved person envisaged in the Georgian Law "On Struggle Against Human Traffic (Trafficking)";
  • h) Participating in consideration of his/her application in the Commission for the Restitution and Compensation or Commission Board.

Documents necessary for consideration of the issue to obtain temporary residence permit:

1. For a foreigner, who realizes labor activity in Georgia (including persons of free profession):

a) Copy of a foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Document verifying labor activity in Georgia (labor contract or any other employment document); for persons of free profession - a certificate from bank, depicting turnover of sums on his/her personal account for the last year;

d) Legal income document;

e) Receipt on payment for service;

f) 2 photos 3x4

2. For foreigners, arrived to Georgia for medical treatment or study:

a) Copy of a foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) A certificate from a medical institution of Georgia, that the person needs medical treatment in Georgia or a certificate from an educational institution on enrollment or continuance of study of a foreigner (with specification of the presumable duration of treatment or study);

d) Legal income document;

e) Receipt of payment for service;

f) 2 photos 3x4

3. For foreigners, invited by the respective sectoral governmental institution as a qualified expert or a figure of art and his activity is related to the state interests:

a) Copy of a foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Invitation of the respective governmental institution of Georgia;

d) Legal income document;

e) Receipt of payment for service;

f) 2 photos 3x4

4. For foreigners, being a custodian or a guardian of a citizen of Georgia or being a ward of a citizen of Georgia;

a) Copy of a foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Certificate on custody or wardship;

d) Legal income document;

e) Receipt of payment for service;

f) 2 photos 3x4

5. For a foreigner, being a spouse, parent, son, daughter, adopter, adoptee, sister, brother, grandmother, grandfather:

a) Copy of the foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Document verifying consanguinity (birth certificate, marriage certificate, filiation certificate, adoption or any other document); document verifying Citizenship of Georgia or Georgian residence of the respective person);

d) Legal income document;

e) Receipt of payment for service;

f) 2 photos 3x4

  • After submission of the respective documents interested foreigner fills in an electronic form in the territorial office of the Civil Registry Agency, diplomatic service or consular service.
  • Documents, issued abroad should be translated into Georgian and notarized. Documents, issued abroad should be legalized or apostilled.
  • The term of consideration of the application to obtain a temporary residence permit should not exceed 30 days since complete submission of the documents to the territorial office of the Civil Registry Agency.
  • The cost of the service for resolution on the issue of a temporary residence permit on the 10th day makes 380 GEL, on the 20th day - 300 GEL; on the 30th day - 180 GEL.

A temporary residence permit in Georgia is prolonged according to the same conditions as its issue.

 Conditions to obtain permanent residence permit:

In Georgia permanent residence permit can be issued to:

  • a) A foreigner, who resides in Georgia for 6 years on a legal basis. This term does not stipulate the period of residence in Georgia for study or medical treatment or the period of work in diplomatic or related to it representations;
  • b) Spouse, parent, son, daughter, adoptive father/mother, adopted child, sister, brother, grandmother, grandfather;
  • c) High-quality expert-engineer of a scientific sphere, sportsmen and figures of art, whose arrival corresponds to the interests of Georgia.
  • d) A person, in relation to whom the Restitution and Compensation Commission or Commission Committee has made a resolution on material restitution, return of the adequate (in substitution) real estate or compensation of material damage.

c) Health certificates (leprosy, VIH-infection/AIDS, tuberculosis);

d) Legal income document;

e) Receipt of payment for service;

f) 2 photos 3x4

2. Spouse, parent, son, daughter, adopter, adoptee, sister, brother, grandmother, grandfather of a citizen of Georgia:

a) Copy of a foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Health certificates (leprosy, VIH-infection/AIDS, tuberculosis);d) Document verifying consanguinity;

e) Legal income document;

f) Receipt of payment for service;

 3. Foreigner, being a high-quality expert-engineer of a scientific sphere, sportsmen and figures of art, whose arrival corresponds to the interests of Georgia

a) Copy of the foreign passport or travel document;

b) Copy of the document, verifying his/her legal presence in Georgia, if the person is in Georgia, when the documents are being submitted (Georgian visa, certified dates of crossing of the Georgian boarder, etc.);

c) Health certificates (leprosy, VIH-infection/AIDS, tuberculosis);d) Invitation of the respective governmental institution of Georgia;

e) Legal income document;

f) Receipt of payment for service;

g) 2 photos 3x4

Special notes:

Foreigners of the following categories do not need special permit to obtain permanent residence permit in Georgia:

  • a) Persons, who for the 27th of March of 1993 permanently resided in the territory of Georgia and are not considered to be citizens of Georgia, if they were not unregistered from the permanent registration in Georgia after the 27th of March, 1993;
  • b) Persons, who were terminated Citizenship of Georgia (in the form of termination of citizenship or loss of citizenship), if they permanently stay for residence in Georgia;

Foreigners of the following categories do not need special permit to obtain the permanent residence permit in Georgia and conditions of the given decree do not concern the following foreigners:

  • a) The persons, who permanently resided in the territory of Georgia for the 27th of March, 1993, and are not considered to be citizens of Georgia, if after the 27th of March, 1993, they were not unregistered from the permanent registration in Georgia;
  • b) Persons, who were terminated Citizenship of Georgia (in the form of termination of citizenship or loss of citizenship), if they permanently stay for residence in Georgia.

For consultation and submission of an application you can appeal to a diplomatic mission or consular services of Georgia abroad, Civilian Registry Agency in Zugdidi, Telavi, Tsalka, Ninotsminda, Akhalkalaki, Akhaltsikhe, Mtskheta, Marneuli, Abkhazia, Bolnisi, Rustavi, Kutaisi, Samtredia, Batumi and any Tbilisi service after submission of the application. Then you can appeal for information to the diplomatic mission, consular service or the same service of Civilian Registry Agency, where you had submitted the application.
