Submission of an application

Interested persons should submit their written applications on taking a Citizenship of Georgia, restoration of Citizenship of Georgia, establishment of a Citizenship of Georgia, termination of Citizenship of Georgia and loss of Citizenship of Georgia and all the documents necessary for consideration of the issues to the legal entity of public law operating in the management sphere of the Ministry of Justice of Georgia - Civilian Registry Agency (hereinafter the "Agency") or to the territorial office of the Agency (hereinafter the "Territorial office").

Persons residing abroad Georgia submit their written applications and documents necessary for consideration of the issue to the respective diplomatic representation or consular department of Georgia or send them directly to the President of Georgia.

Applications and enclosed documents should be submitted in the state language. Documents made in another language are accepted, if they are respectively legalized and attached to Georgian translation.

Persons interested in the issues, related to Citizenship of Georgia, should appear personally, contact through persons with a power of attorney or by mail; in cases, envisaged in the Law, together with an application of a person aged from 14 to 18 years old together with a notarized written agreement of a legal representative. The issue of citizenship of persons under 14 years old is considered on the basis of submission of an application of their legal representatives.

Establishment of a Citizenship of Georgia

• a) A person, who permanently resided in Georgia for not less than 5 years for the day of enactment of the given Law (the 25^th of March, 1993), if for the period of 6 months he/she did not refuse Citizenship of Georgia in written.
• b) A person, who was born in Georgia and left the territory of Georgia after the 21st of December, 1991 and nowadays, does not meet the requirements of the item "a" of the given Article, if he/she does not have a citizenship of another country.

The following documents should be submitted for establishment of citizenship stipulated in the item "a":

1. A document, verifying residence of the person in Georgia for not less than 5 years (passport, military service record card, copy of the workbook, or a certificate from the place of work, or any other document verifying the legal fact);

2. A document verifying the fact of residence in Georgia for the moment of enactment of the Law (passport, military service record card, copy of the workbook, or a certificate from the place of work, or any other document verifying the legal fact);

3. Photo, size 3x4;

The following documents should be submitted for establishment of citizenship, stipulated in the item "b":

1. A copy of the document, verifying birth in Georgia (birth certificate, identification card of a citizen of Georgia, passport, parents' passport data);

2. Copy of the document verifying the fact of residence in Georgia before the 21^st of December, 1991 (passport, military service record card, copy of the workbook, or any other document verifying the legal fact);

3. In case of existence of the basis to obtain citizenship of another country, a certificate issued by the competent authority on absence of the citizenship of the country. This requirement is not obligatory concerning the countries, which do not issue respective certificates. Then the interested person should be explained, that in case of revealing of his citizenship of another country, he/she will lose Citizenship of Georgia in compliance to the regulation, envisaged in the Georgian legislation;

4. d) Photo, size 3x4.

Price list: To obtain a conclusion on establishment of a citizenship:

Within 15 days since submission of the application - free of charge;

Within 5 days since submission of the application - 30 GEL;

Within 3 days since submission of the application - 50 GEL;

The day of submission of the application - 75 GEL.

Restoration of the Citizenship of Georgia

Documents to be submitted for restoration of Citizenship of Georgia:

1. Documents, verifying that the person was legally considered a citizen of Georgia according to the law; a document, verifying termination of the Citizenship of Georgia.  2. Document, verifying residence of the person in Georgia for the moment of submission of the application. 3. One photo, size 3x4

Price list: The payment for preparation of the respective conclusion within 30 days since submission of the application and consideration of the issue on restoration of the Citizenship of Georgia - 100 GEL; The payment for preparation of the respective conclusion on the 00th day since submission of the application and consideration of the issue on restoration of the Citizenship of Georgia - 150 GEL.

The persons willing to restore their Citizenship of Georgia should pass an examination to the permanently operating Commission of Civil Issues for testing the state language, history of Georgia and legislation of Georgia. The 3-months term is envisaged in the law for consideration of the issue on restoration of the Citizenship of Georgia.

To obtain Citizenship of Georgia

The documents, to be submitted to obtain Citizenship of Georgia:

• a) A personal application on acceptance as a citizen of Georgia (the applicant is liable to have and to present identity documents (identification (temporary residence) card, passport) upon demand;
• b) Copy of the birth certificate (if the person, willing to obtain Citizenship of Georgia is born abroad and has the specified document);
• c) A copy of the document, verifying residence of the person in the territory of Georgia for the last 5 years (identity document and registration document);
• d) Documents verifying place of work in Georgia, or real estate, or business activity in the territory of Georgia or a share or shareholding in a Georgian company.
• e) 2 photos, size 3x4;
• f) Document verifying payment for the respective service.

In compliance to the Article 27 of the Organic Law of Georgia "On Citizenship of Georgia" (special criteria for granting citizenship of Georgia) a person, willing to become a citizen of Georgia should submit the following to the Agency, territorial office, diplomatic mission of consular service of Georgia:

• a) A personal application on acceptance as a citizen of Georgia (the applicant is liable to have and to present identity documents (identification (temporary residence) card, passport) upon demand;
• b) Copy of the birth certificate (if the person, willing to obtain Citizenship of Georgia is born abroad and has the specified document);
• c) 2 photos, size 3x4;
• d) Document verifying meeting of the requirements of the Article 27 of the Law (diploma, copy of the scientific degree, military rank, qualification, membership in international organizations, investor, award, premium, document verifying author's right, political party, petition from the state or local government and legal officials or any other respective document).
• e) Document verifying payment for the respective service.

In compliance to the Article 28 of the Organic Law of Georgia "On Citizenship of Georgia" (granting of citizenship of Georgia to a person married with a citizen of Georgia) the person, married with a citizen of Georgia, willing to obtain citizenship of Georgia, should submit the following documents:

• a) A personal application on acceptance as a citizen of Georgia (the applicant is liable to have and to present identity documents (identification (temporary residence) card, passport) upon demand;
• b) Copy of the birth certificate (if the person, willing to obtain Citizenship of Georgia is born abroad and has the specified document);
• c) Document verifying marriage with a citizen of Georgia (marriage certificate or a judicial decision on establishment of the respective legal fact);
• d) Copy of the document verifying Citizenship of Georgia of the spouse;
• e) Document verifying residence of the person together with the spouse in the territory of Georgia for the period of 2 years (a certificate from the territorial office);
• f) 2 photos, size 3x4

Price lists: Since the day of consideration of the issue on obtaining of the citizenship of Georgia and submission of the document: a) For preparation of the respective conclusion within 90 days - 100 GEL; b) For preparation of the respective conclusion within 60 days - 200 GEL.

Persons willing to obtain citizenship of Georgia should pass an examination to the permanently operating Commission of Civil Issues for testing the state language, history of Georgia and legislation of Georgia. The 3-months term is envisaged in the Law for consideration of the issue on granting Citizenship of Georgia.

Loss of the Citizenship of Georgia

Grounds for loss of the citizenship of Georgia

• 1. Obtaining of citizenship of another country;
• 2. Obtaining of citizenship of Georgia through submission of forge documents;
• 3. For citizens of Georgia, permanently residing abroad, default to register in a consulate of Georgia for 2 years because of an unreasonable excuse; employment in military service, police, justice, administration or any other state authorities of another state without permit of the respective authorities of Georgia.

The 3-months term is envisaged in the law for consideration of the issue on loss of Citizenship of Georgia.

Termination of Citizenship of Georgia

For consideration of the issue on termination of citizenship of Georgia the interested person should submit the following documents to the Agency, territorial office, diplomatic mission or consular services of Georgia:

• a) Document verifying citizenship of Georgia (copy of the identification card of a citizen of Georgia, passport of a citizen of Georgia, passport with symbols of the former USSR, registration certification document);
• b) Certificate confirming the fact that he is not called to the compulsory draft;
• c) 2 photos, size 3x4;
• d) In case of changing the surname - copy of the document verifying change of the surname;
• e) In case of termination of citizenship of Georgia for a minor - copy of the birth certificate of the person, and written agreement of the legal representative.

Price list: For consideration of the issue on termination of citizenship of Georgia:

Price for preparation of the respective conclusion within 30 days since submission of the application - 100 GEL;

Price for preparation of the respective conclusion within 20 days since submission of the application - 200 GEL;

Price for preparation of the respective conclusion within 10 days since submission of the application - 300 GEL;

The 3-months term is envisaged in the law for consideration of the issue on termination of Citizenship of Georgia.

Granting of Citizenship of Georgia to Foreign Citizens

According to the resolution of the President of Georgia, citizenship of Georgia can be simultaneously granted to a citizen of a foreign country, who has special merits to Georgia or granting him citizenship of Georgia is of state interests of Georgia. A person appeals to the President personally or through a consular service with an application on granting of the citizenship of Georgia (See the application form).

 The application should be enclosed with:

• a) Autobiography;
• b) Copy of the birth certificate (if the person willing to be granted citizenship of Georgia, is born abroad and has the respective documents);
• c) Copy of the passport or citizenship or identification certificate legalized in the respective way;
• d) 2 (two) photos.

The 3-months term is established in the law for consideration of the issue on granting of Citizenship of Georgia.

• Parents, being in registered marriage, should present the following documents to take child's birth certificate;
• Parents, not being in registered marriage, should present the following documents to take child's birth certificate;
• Single woman should submit the following documents to take child's birth certificate;
• Parents should submit the following documents to take a child's birth certificate after he/she has attained the age of 1 year;
• Duplicate of a birth certificate, documents to be submitted for reissue of the birth certificate, documents to be submitted for alternation.
